how can i pimp my white psp?
i have 2x 4gb memory stick duo's, a silicon case, windows xp theme, gta lcs , ratchet and clank. how do i put homebrew games onto it and what homebrew games are there?

You "pimp" it by installing custom firmware - which requires a pandora battery and magic memory stick combo, which costs around $40-$50, and can be purchased through this site: http://www.ioffer.com/search/items/pandora+battery+magic+memory+stick/text_pics/ioffer/0/false
I highly recommend you buy the combo already premade, rather than one that offers to sell you a "kit" to make your own--it's not that easy!
But if you buy the pandora battery and magic memory stick already preprepared, it's as easy as inserting them both in the psp, turning it on, hit x, wait about a minute for custom firmware program to finish, hit o and Done!
I never use torrents, they're a pain. Instead there are sites where you can just download the games directly, already in .iso or .cso format, which after downloading on your computer, you just "drag and drop" it into the ISO file in your memory stick, and play the game!
As far as what kind of homebrew is available? Oh, there's all kinds of things! My personal favorite is "Map This!" which is a mapping application which in conjunction with the satellite tracker that plugs into the top, turns your PSP into a GPS device!
There's all kinds of emulators and roms you can download which will enable you to play just about any game ever made for the Nintendo, Super Nintendo, Sega Genesis, and a number of other consoles, as well as just about any PSX (Playstation 1) game made. Don't try using the newly developed DS emulator as it doesn't work well, is really slow, and may "brick" your console as it did mine (but who cares, because with a pandora battery and magic memory stick, you can unbrick it just as easy)
As far as GTA: Vice City Stories homebrew? Well, you can download the game in .iso or .cso format at just about any gaming site, such as www.pspiso.com or www.pspower.us/ but it's not really "Homebrew" as it's a copyrighted, commercially distributed game so if you download it, legally you can only keep it if you already own the game and just downloaded it so you can have a backup, otherwise, if you don't own the game, you are legally required to delete it from your system within 24 hours.
